As you research colleges, you’ll find that they have “programs” for various degrees. For example, if you want to be a chef, you might find a program for Culinary Arts. In the college’s catalog, they’ll have a listing of all of the courses you are required to take to get a degree in that program.
For the most part, you’ll have to take the same basic courses for all programs (math, science, english, etc), then you’ll move on to the courses that specialize in you particular discipline.
As for the timing of when you can choose, check the catalog for the school’s schedule. They will have a certain period of time for exisiting students to register for a particular semester. Then, there is a period for new students to register. During registration, you will provide them with your information, and your placement information (ACT/SAT scores) or you may have to take a placement test. After you are registered, you can select the courses you wish to take that semester.

You apply for the college, either for part time or full time. You do your general education requirements and choose a major. The major will have the courses outlined that you need to take. Class enrollment for your first semester is usually done in the beginning of your first semester. From then on, you choose classes for the following semester towards the end of the current semester. Most colleges have an online system, which you have to be a student to access.
So, choose an accredited college that has the major that you want.
